The Plan

Phase 1: Building the Path Back

How We Get There

What Phase 1 Funds

Restoration is a multi-phase effort, and Phase 1 is the work that makes everything else possible. Before the Rose Garden Loop can be rebuilt, the project needs updated engineering and feasibility studies that establish the full scope, the physical requirements, the cost, and the path forward. We're doing that work in partnership with Metro, the Oregon Zoo, and the City of Portland.

The feasibility assessment covers capital cost estimates and recommendations for next steps. The result is a clear, public roadmap: a document that spells out what restoration requires and what it will cost.

This work is what turns restoration from an idea people support into a project institutions can fund, elected officials can champion, and donors can invest in with confidence.

Looking Ahead

What's Next

After Phase 1 confirms the scope and cost, Friends of Washington Park & Zoo Railway will seek funding for physical restoration: track, station, and rolling stock work, bringing the Rose Garden Loop back into service.
